Alana Fulford, MCIP, RPP
Alana Fulford is the Supervisor of Zoning By-law Reform in the Planning Division at the City of Hamilton. She has worked in Development Planning and Zoning By-law Reform since joining the City in 2014. Prior to joining the City, she held positions in local and regional government, in both policy and development planning.
Mallory Smith, RPP
Mallory Smith has been a Registered Professional Planner at the City of Hamilton on the Zoning By-law Reform Team since 2022. Mallory has worked in municipalities across southern Ontario in both policy and development planning.
Laura Dean, Partner, Aird & Berlis LLP
Laura thoroughly understands the environment in which her clients operate and offers advice that suits the broader context. Her experience working as a senior policy advisor in the Ontario provincial government contributes to her ability to identify and resolve issues. Laura is an effective mediator with a calm, articulate demeanour. As a member of the firm’s Municipal & Land Use Planning Group and Expropriation Law Group, Laura provides advice and representation to both private and public sector clients on land use planning matters, municipal governance and accountability regimes, and the development and implementation of a wide array of municipal by-laws and policies. Before beginning her legal practice, Laura worked as a Senior Policy Advisor in the Housing Policy Branch of the Ontario Ministry of Municipal Affairs and Housing. In this capacity, Laura provided advanced policy analysis, research and business planning in support of strategic housing policy initiatives and legislation. Laura also worked as a Policy Advisor with the Ontario government’s Climate Change Secretariat where she was responsible for monitoring and reporting on provincial greenhouse gas emissions targets, conducting research and providing advice on the green economy.
Charlsey White, MCIP, RPP
From Ontario to the Northwest Territories, Charlsey White brought her 20+ years of professional planning experience to the Capital City in 2021. Serving almost a decade in the Canadian Armed Forces, she is recipient of both the Canadian Peacekeeping Service Medal and the United Nations Disengagement Observation Force Golan Heights Medals. The move to municipal and provincial planning allowed Charlsey the opportunity to continue serving public and community interests through development. Charlsey is a Registered Professional Planner, with the Canadian Institute of Planners, and is registered to practice in Ontario, Alberta, the Northwest Territories and Nunavut. As the Director of Planning and Development she is responsible for three divisions, Lands and Building Services, Planning and Environment. She has held various positions with the Province of Ontario, and has experience in private consulting, having worked for Ainley Graham and Associates. These varying and progressive opportunities were obtained while continuing to support her husband’s career and postings in the Canadian Armed Forces. Charlsey enjoys travelling with her family, gardening, outdoor activities in all seasons (preferably winter) and cooking. She has three children and three grandchildren.
Paul Riley, BA, CPT, Candidate Member LLPANS
Paul has 11 years of planning experience in the public and private sectors as a planner and planning technician. He has been involved in a wide variety of planning projects in both a rural and urban context. These experiences include managing private and public sector development approvals, policy and regulatory review, amendment and formulation, due diligence report writing, development agreements, site plans, plans of subdivision, GIS zoning database management and mapping and AutoCAD design.
Paul has held a Planner role with the Municipality of the District of Chester since August 2023 after having worked for over 9 years with Arcadis/IBI Group in Edmonton, London and Halifax. Furthermore, Paul completed two co-op work terms, for the Town of Truro and the Municipality of Northern Bruce Peninsula, as part of his Co-op Endorsed Diploma in GIS and Urban Planning from Fanshawe College. Paul holds a Bachelor’s Degree in History from Concordia University in Montreal.
Garth Sturtevant, MCIP, LPP
Garth is an experienced municipal planner, with specific focus on rural and small communities. With a passion for environmental planning and advocating the benefits of introducing basic zoning and planning regulations to rural areas. Garth is a graduate of Dalhousie University, having completed a Bachelor in Community Design with Honours in Environmental Planning. Working in the Municipality of Chester, population approximately 11,500, offers a wide variety of planning projects and initiatives. The Village of Chester is a focal point for the community and requires a very different approach to planning and development regulations than many more rural parts of the Municipality. Being adjacent to Halifax Regional Municipality and divided by a major 100 series Highway currently being twinned, the municipality is poised to see significant growth and development in the coming years.
